We publish an unofficial translation of a declaration from the Red Fraction of the Communist Party of Chile, on occasion of the 100th anniversary of the founding of the Party.
Proletarians of all countries, unite!
Long live the 100th anniversary of the founding of the Communist Party of Chile!
Retake and develop Luis Emilio Recabarren!
100 years ago an important contingent of the proletariat of our country with Luis Emilio Recabarren at the head founded the Communist Party of Chile. It was not a mere change of name. He did it in the midst of a long struggle against those who denied Marxism, socialism, the dictatorship of the proletariat and revolutionary violence. He founded the Party following the example of Lenin and the Russian revolution, and for this reason Recabarren reaffirmed himself in Marxism-Leninism to fulfill this transcendental task.
In the mid-nineteenth century, as capitalist production relations were introduced in the country, a new social class was born, the working class, the proletariat. It was born as a detachment of the international proletariat. It is born and cradled in class struggle and over several decades develops its process of political maturation taking steps to constitute a different party and opposed to the parties of reaction. It is born in full strategic defense of the world proletarian revolution and as a necessity to give a resolute struggle against its enemies.
The Communist Party of Chile is finally founded in 1922 at a time when in the world capitalism of free competition has become imperialism, that is, monopoly capitalism, parasitic and decomposing, and dying. Imperialist domination reinforces our condition as a semi-colonial country, which develops a bureaucratic capitalism, based on rent-seeking intermediaries, a capitalism that does not sweep away the old feudal relations and on the contrary coexists in marriage with them, merging their capitals in the same process of accumulation based on the exploitation of the proletariat and the other revolutionary classes. The type of capitalism that unfolds is then incapable of solving the fundamental problems of our society and it is born critical and outdated. In this sense “parliamentarism” as a form of government present at that time expresses in a concentrated form on the political plane the putrefaction that is developing on the economic terrain. And it will be the proletariat at the head of the people and led by its party that will be called upon to destroy the State, that is to say the joint dictatorship of big bourgeoisie and landowners, lackeys of imperialism.
Founded on January 2, 1922 as the Communist Party Chilean section of the Communist International after a hard and long struggle of more than 25 years of struggle. The founding of the Party can be said without fear of error to be a creation of comrade Recabarren after a prolonged process to constitute it. This was the leap achieved in 1922, the previous were important steps to realize that leap. His constant concern was the organization and political elevation of the class and the people to conquer power and the sweeping away of the old social relations of exploitation. He understood with extreme clarity the need for a front with different classes to achieve the objectives of the revolution. He made a merciless criticism of parliamentary cretinism, of constitutional illusions and made important advances in the understanding of the need for revolutionary violence to achieve power. Although he did not manage to develop this last fundamental question.
It was precisely Recabarren who better than anyone else understood the need for the Party. In the midst of an intense and fierce class struggle, he knew how to link himself to the working class, contributing to its mobilization, organization and politicization, developing an arduous political work among the proletarian masses throughout the country. It did the ant work among the working masses of the country, the invisible work, the underestimated work, which is precisely the work that we communists must do today. The party is founded in the midst of an important work of agitation and organization in the countryside. Work that is carried out causing panic among landowners and rural despots and unleashing a strong repression.
Recabarren firmly carried forward the construction of the Party. Having understood the need for the Party, he simultaneously developed its construction as a Party distinct and opposed to the parties that represented the interests of the enemy classes. He strived to impose an iron discipline because he knew that without it the organization would be diluted and the Party would be destroyed.
Luis Emilio Recabarren develops the constitution of the Party carrying out a tenacious two-line struggle. Having understood the need for the Party, he will carry forward its construction in the midst of the class struggle and the two line struggle, a struggle that he will persistently carry forward to make a just and correct political and ideological line prevail. This line was first sustained in Marxism and then he himself developed it through Marxism-Leninism to which he subscribed.
The Party was born tender and fragile like everything new, not being able to develop towards the necessary maturity to fulfill its fundamental tasks (to destroy the landlord-bureaucratic State and conquer political power, to culminate the national democratic revolution in uninterrupted advance to socialism), this later facilitated the usurpation of its leadership by an opportunist and revisionist clique.
By all means at its disposal opportunism, revisionism and all reaction seeks to deny the historical significance of the process of constitution and founding of the Party in 1922. Undoubtedly the usurpation of its leadership, the enthronement in its organic apparatus of a right opportunist line, which ended up liquidating the party as a party of the class; opportunist leadership that taking advantage of the prestige achieved by Recabarren, managed to monopolize its leadership. Thus it was that successive cliques of eternalized and callous revisionists, skilled in deceiving the militancy, destroyed the giant that the class and the people had built with Recabarren and dozens of revolutionary cadres at its head.
The Party turned from a proletarian party into a “bourgeois workers party”. Led by a clique that has trafficked with the prestige of its fighters and heroes. A clique that denies Marxism-Leninism (today it does so with Maoism), denies the dictatorship of the proletariat, denies socialism, that traffics in armed struggle but denies revolutionary violence, denies the need for the People’s War and yet lives to wallow in parliamentary cretinism; cretinism that Recabarren deeply criticized.
What is necessary today is to reconstitute the Party founded by our leader. The problem of the reconstitution of the Party is not merely an organic question, it does not mean entering the revisionist party led by the Tellier/Carmona clique. It means taking up and developing Recabarren. It means that the class founded its party in 1922, that the communists today, in the midst of a determined struggle against all opportunism and revisionism build the Party on all planes, in the midst of the two-line struggle and the class struggle; this demands, by the way, that the revolutionary instruments be built concentrically. This is the reconstitution, it is the long and fundamental task that we have at present, and it is done in the midst of and leading the struggle of the poor masses of the countryside and city.
Finally, to take up and develop Recabarren can only be done in the light of Marxism-Leninism-Maoism and the contributions of universal validity of Chairman Gonzalo and his almighty thought. Everything to advance to a new stage in the reconstitution of the Party serving to impose Maoism as the command and guide of the world proletarian revolution.
Long live Marxism-Leninism-Maoism!
Long live the 100 years of the founding of the Party!
Long live Luis Emilio Recabarren!
